Catalyst take the form of the boy from Earth, we all know

But how exactly Catalyst knew ? I also noticed something peculiar (at least in my saves) : Sheppard got at least two of his hallucinations about the boy while going or leaving the Citadel.

Does this means the hallucinations are sent by Catalyst ? Can Catalyst ''sense'' Sheppard in some way, for instance with the implants Cerberus gave Sheppard in ME2 ?
