Not that I'm complaining, but how did my character's ability scores double between campaigns?

 I expored my OC Wizard, level 20 at the end of OC, into MotB... In the official campaign, his strength score(as a prime example) was 9... beginning of Mask, his strength score is inexplicably a 20... he used to be weighed down by thief tools, now he can carry several sets of full plate armor, with no explanation as to how he got so strong. I don't mind being able to carry a few extra pounds, but in context it makes no sense that someone who spent the bulk of his life studying would now be twice as physically strong as the average joe...

Also, it's not just his abilities... He could pretty much obsolete the roll of the rogue by not having a single skill below 20... and somehow he gained a katana proficiency that I did not give him...

I feel like my character is overly skilled, it kind of takes the challenge out, it's not really fun like that. 
If so, is there a way to fix it? I don't want all these weapon feats and skill ranks.

(My wizard is full int, no str)

Yes, this is a glitch. Your exported character should come over exactly the same as he was (minus the gear in his pack and his main weapon).  The gear you're wearing comes with you, including that nifty Belt of Cloud Giant Strength, though.

debug cheat commands can set stats, xp and the like.

First, find out if it was the export or the import that went haywire. Start a new game - Module, Uninvited Guests - and load your exported character and see if he's alright.

I managed to get rid of the weapon feats, but the ability commands (ex: SetWIS) are not working. I put in "SetSTR 9" and my strength score stayed at 20.

In Mask of the Betrayor you start off with a creature skin equipped that is supposed to reduce certain of your abilitiy scores (it gets removed when you eat your first spirit in a cutscene). It could be that your negative strength modifier might have played havock with either the negative strength ability on the creature skin, or some script that calculates the size of the negative effect the skin should have.

The katana feat is mysterious though.

You could always try unequipping the hidden creature skin to see if your stats return to normal. It'd probably require a script though, as I don't think you can do that via console commands. Or just play for a while until you eat a certain transparent talking wolf...
