However, I don't remember if I saved veetor or kal'reegar with this shepard because he was my first play through.
I seriously am considering stopping this me3 playthrough and starting a fresh one in ME1 to play through the first two before trying this mission again.
So irritating that you do so much for the geth in this installment of the game and can't even get credit for it.

My ME2 import:
Saved Reegar
Gave Veetor to the Quarians
Deleted the Heretics
Saved Tali from exile through Renegade
Romanced Tali
Resolved Tali/Legion conflict via Renegade
Saved Koris
Punched Gerrel because he is a stupid warmonger
Had a maxed-out rep bar.
Where did I go wrong?
EDIT: Also, I really hate it that you can't John Crichton your way out of this rather stupid situation by just yelling at Gerrel and Legion until they cave. At that point having enough Para/Rene points shouldn't be really relevant, between trying to broker peace since the second game while helping both sides retain as much lives as possible =|

Yes this is a relatively old topic, but I'm the one who started it so I can revive it
*MORE SPOILERS AHEAD, DO NOT READ!!!!!!!!*
Anyway, on my second play through, I discovered that I was ABLE to get the options for peace (meaning you actually see the blue paragon/red renegade options on the left hand side of the dialog wheel), where as my previous post mentioned that I only got the two standard (right hand side of the dialog wheel) options that forced you to choose between the geth or the quarians.
Here is what I did:
ME2 - renegade path (over 3/4's renegade)
hugged Tali aboard the geth-hijacked shipTail NOT exiledDo NOT reveal what Tali's father was doing
used blue/red responses (not standard) to broker a 'deal' between Tali and Legion during confrontation
rewrote geth heretics
ME3
Fullreputation bar (20% paragon/80% renegade)after destroing dreadnought: support garrel (don't punch him or use the renegade interupt)
when Xen suggestions examining Legion, used renegade choices (support Xen, Shepard says 'lets wait' though"
Support Garrel when he asks for cover for the heavy fleet from Raan and the liveships.
when legion shares what a reaper ai looks like: scold him (renegade interupt)
xen vs tali about saving pods or salvaging geth dreadnought: side with xen and salvage the dreadnought (grants 45 war assets, supporting tali grants none)
save admiral korisdestroy geth fighters
when Legion reveals he has reaper code, use the paragon ("It's understandable, Legion") option.
(during the last rannoch mission, you'll notice chages in dialog based on these choices. One will be that fighters are few, and that Raan will actually go on the offensive with the Civilian fleet instead of requesting them hold back)
told legion to upload the code
blue paragon/red renegade options appeared - both created peace between geth and quarian.
I hope this helps equally lost people during the Rannoch missions. I know my initial outcome was damned unexpected!!!

In my first play through, I met all these conditions and the red/blue dialog wheel options were not available. It's not that they were greyed out, but were entirely missing altogether.
So despite the fact that there is some official guide out there that states this is the case, it actually doesn't work and there are other factors at work here.
There are several conversations you have through the Rannoch series of missions where you can either side with Legion or side with the Quarians. If you side with the Quarians more, I believe it allows you to eventually convince them to back off and thus presenting you with the red and blue dialog options.

Requirements are:
Recruit Tali and keep her alive in ME2
Recruit Legion and keep it (him) alive in ME2
Complete Legion's loyalty mission in ME2 (either way)
Complete the geth mission that leads to Rannoch in ME3
From there, you need at least five points from the options below:
DESTROY the heretics (not rewrite) in Legions LM in ME2: +2
Prevent Tali's exile in her ME2 loyalty mission: +2
Make peace between Legion and Tali during their argument in ME2 (you can't have picked one - YOU HAVE TO MAKE PEACE): +1
Do the Quarian mission leading to Rannoch: +1
Save Admiral Koris during the above mission, NOT the citizens: +1
In addition, you need at least four bars of Paragon in your Reputation. This will allow you to let Legion upload himself and simultaneously call off the Quarians.
I did everything except destroy the geth (couldn't do it - I rewrote), and I successfully acquired both species.
