It would also help play into making it easier for Shepard to agree to Harbinger's ploy by hearing his or her own voice speaking back to him/her.  Almost convincing himself it's okay to give in.

Can't wait to see how this plays out now. 
IF this ends up being even close to true.

My gut is they just wanted it to sound more "god-like" so they used echoey male and female voices as backing, and those two were still in the studio recording and available. /sigh

Indoctrination is so god damn obvious at this stage that it's not even fun reading all the angry consumers anymore. Just sit back and relax, the DLC is coming- it's so obvious.

Practical answer: they already had those voice actors and thought "Cheaper than hiring someone else."

I imagine that if it weren't for the fact that the ending is a stab in the kidneys and we're all so upset, there'd be a BioWare dev coming here right now, saying "Well spotted!" and then patting themselves on the back and feeling clever.

Would have been even cheaper had they put a random scambler on the kids voice to make it sound freaky.

Like I mentioned earlier Luc0s.  It would make sense for Harbinger to use Shepard's own voice to almost get Shepard to agree easier.  Like Shepard would be convincing himself to give in.
Harbinger knows he can't beat Shepard himself.  He has to try to strike Shepard deeper, by using his/her failures  ((saving the boy)) , and by speaking in his/her own voice to make it easier to accept.

I feel this way too, but it's better than "nope, deal with (s*)it."

And yes, good find OP....but STOP giving me hope for the indoctrination theory. My heart cannot be broken again.

I definitely hear it, but I don't believe it means anything just yet. I tend to agree with those that say it's either because the voice actors were on hand, the game developers thought it would be cool, or that it's supposed to mean the catalyst is doing it to appear as something familiar when it's really alien.

I understand Shepard hearing his/her own voice while listening to the kid.
But what's the logic behind the voice having the other sex mixed in there as well?
To make it harder to spot the difference between players? It's just a background voice though. So it's not that obvious...

Excellent find though. I wanted to listen to that part again to see if the echoes were Harbringer and other reaper's voices. Turns out it was Shepard :).

Anyone knows if those scenes are in-engine with dubbing from an external audio file or are they bik files? Wonder if we could try to separate the audio tracks.
