I'd probably say it's a way to have gender neutral 'deity' figures. There are cultures that believe in a female Goddess, some believe in a male God etc. By having a voice that echoes in all of them, it can embody every incarnation. But maybe that's me getting existential on you.

Because I'm a game-designer. I replayed it in the hope I could understand the ending from a designer perspective. I tried to study the ending and analyze it. Tthat's when I heard Shepard's voice in the Catalyst's voice.
PS: I honestly still haven't figured out what the hell BioWare was thinking when they designed this ending. Even when I try to put my fanboy-side away and only try to look at it from a designer's perspective, I still really don't see what the hell is up with these endings.

You can hear male Shepard too if you listen carefully to your right speaker. His voice is a lot lower in pitch so it sounds softer, but it's clearly there.

While the "it was all a dream/indoctrination" theory sounds like simple desperation, its definitely not a stretch. The Shep "lives" scene is the key to it all, unless it was a cruel joke.

Try to listen really carefully to the right speaker. It helps if you have a headphone. The male Shepard voice really is there, I'm absolutely sure about it because I can clearly hear it myself and other have said they can hear it too.
