Is the ignoring of Harbringer and the bad ending a result of changing the writer in the middle of the series?

What do you think? So many important things as Harbringer, the consequences of the Collectors Base etc were left out. Did the new writer had his own vision and didn't really want to continue on the same path as the old one?
