I've been trying to use the Configuration Utility to tone down my graphics, hoping it has more options available than the ones that are in the game. See, I'm getting constant severe crashes on my PC when playing ME3 (or any other proper game, for that matter). It's a hardware thing, the stuff's outdated. It usually works to tone the graphics down though, which I'm trying to do.

The Config tool won't work, though. It boots and immediately locks up at about 1/8th of Collecting Information, and remains locked up. I'd like to know how I can get this thing to work - it might be the key to a bit of a more worry-free experience of this great game. Executing as Administrator dind't work.

Any suggestions?

/edit: Interesting. While typing this post the Config tool was running, locked up at the collection phase. It actually froze up my computer, but continued after. It then proceeded to BSOD me. I think it's done that before.
Strange because those are actually quite rare. The crashes I mentioned lock up my screen in 'a color that happened to be on the screen' and loop the sound. They're more like Green, Marine, Orange, Red, Brown, Grey and Other Colors Screens of Semi-Death. But not actual BSODs. I wonder if the tool causes them.

Try removing your hard-drive and replacing it temporarily with a freshly formatted drive, and fresh install your OS and only the minimum stuff needed for ME3, and see if ME3 works then. If it does, you have a software issue on your old drive with something incompatible or some kind of viruses or background processes causing issues, if it doesn't, your only option is to upgrade your computer.

If it works, you can use one of the drives as a backup drive of for extra storage, so it isn't a waste to get, and it is cheaper than straight up upgrading the computer. If it doesn't work and your only option is to upgrade, you still can use the extra drive for whatever.

But if your computer is crashing and having issues as much as you imply, it is probably time to back everything important up, fresh install, and have anti-virus software check all the files you are bringing back in from the backup, or to upgrade your computer, depending on if the issues are caused by software or hardware problems. Hardware problems it might involve overheating, so dusting out the inside of your computer with an air bottle, especially the fans, and putting the computer in a cooler area of the house might help. If it is software, it could be you've got too much stuff loaded and running in the background and you need to perform all sorts of maintenance and uninstalls and virus scans and such. If it is hardware and not overheating, your only option is to upgrade, because your computer is broken.
