[Mabari Owns High Dragon The 2nd]

So I was going to start a new game (Second playthrough) with a different character and I went onto Mass Effect 2 to buy the Paddle Fish and its not there, and I also remembered Kelly was dead, so it doesn't really matter.

My question is, am I missing anything important?

On a side note, is playing through the game a second time with a different character a New Game+? Like does this unlock extra endings as well as 10 weapon levels verses only 5?
