It was 50% when I started and never changed no matter what I did. I haven't had the chance to do multiplayer yet. But I did make sure to do every sidequest, N7 mission, and scan every planet. After beating the game, Total Military Strength = 7116 and Effective = 3558.
Did I miss something? Has anyone else seen the same thing?

You do need to play multiplayer to get that up. It isn't required tho to get the 'best' ending. Getting effective readiness high enough without MP is damn hard tho.
