Here's the final version of the Padok Wiks bio that you asked for:

 

Padok is a scientist for the STG, researching a cure for the Genophage. However, his previous career had him
involved with uplifting lesser species. This is something Padok Wiks deeply regrets, as during the course of his career, he became fascinated with the role that evolution plays in the course of the galaxy. He gradually came to the conclusion that every species is valuable and has something to contribute to the evolutionary destiny of the galaxy, he now believes his fellow salarians were arrogant in believing they had the right to interfere with the destinies of either the krogan or any other lesser species, even if that interference took the form of "uplifting."

If the Commander decides to keep their word and help cure the Genophage, then Wiks will give his life to spread
the cure. If the Commander takes Dalatrass Linron up on her offer then Shepard will be forced to shoot Padok. The Commander will not be able to talk down Padok unless Eve is dead and Wreav is Urdnot clan leader.

Quick question, any reason why you didn't add Zaal Koris? I know he may not be as cool as (to some people not me) as these characters,and he can ya know get SPOILIER KIA, in ME3.

Also any reason Bailey is not present here?

I liked both those dudes, and to me I think they should both be here.

I guess it would be safe to say when the Reapers decide to go on a road trip with the Citadel anyone on board it at the time probably met their untimely demise.

Bailey is pretty cool though, always liked him.

That's why, I can't bring myself to say it, because it was an aweful ending not knowing the fate of everyone on the Citadel and Bailey was my favorite character still on the Citadel.

Yes, my renegade Shep had destroyed Maelon's data (Eve dies), shot Mordin in the back and then killed Wrex on the Citadel. But I'm curious: If Kirrahe died in ME1 or when defending the salarian councillor, who gives this speech?

I do know Wreav will give speech too if Wrex died on Virmire.
Since he dies if Wrex is alive during Shroud mission, I guess nobody is there.

My Shepard blames himself for Thane dying, if only when Valern said "He intends to kill us all"
Shep didn't respond with "That remains to be seen"
If only he engaged Kai when Thane got there he could have ended Kai's life from a distance with a bullet to the head. My Shep holds himself responsible for Thane's death and everyone else Kai killed since than.
But Thane's a goddamn hero in my opinion!

According to BW writers, there are people still alive on the Citadel after it's destroyed
