Is there a way to put an artificial hard cap on the framerate for the PC version?

I know this may seem a strange thing to ask, but my wife is currently playing through on the PS3 and the drastically lower framerate seems to make effects like the camera motion blur stand out more as well as somehow convince my simple brain into thinking the game looks more cinematic. 

I wouldn't wanna drop it as low as the PS3, but just to 29.97fps like film. 

Thoughts? (if this is the wrong place to ask this, apologies)
