Where else can we get BioWare points?!?!

I've set my EA account to my country of residence, which is China. My billing address corresponds to the address I use in Paypal and with my visa credit card. Neither Paypal or my cc works.
Is there any other way to get points?!?! Don't tell me that the only other way to get any future DLC is to get a hacked version!
I bought the Digital Deluxe Edition from a digital platform, please, PLEASE allow DLC to be purchased that way as well. I don't have problems purchasing from other places, EXCEPT WITH EA!!!!!!!!!!!!!!!!!!!!!!!!

There's a strong possibility that EA isn't going to change their limited billing system just because of a *few* people.
It's always the same crap when I have to deal with EA directly: willingness to spend money but getting only frustration in return... all because I'm living in the excluded part of the world.
Could BioWare please have ways to sell its DLC outside of EA? This purchase crap of a problem doesn't happen anywhere else... I used Impulse, Steam, Gamersgate, BioWare's old online store, Atari, Ubisoft, Amazon, and several other online stores without any issues. Why this?

I would exclude BioWare on the '******' part since they're following the infrastructure established by their parent company.
Our hope would be for BioWare to find other ways to get the purchase of points out there (something like what they did with DA:O on Steam) since EA is unable to provide proper worldwide sales online. EA is slow to move and I doubt we'll get a proper solution any time soon from them.
A voucher system of Bioware points available from online stores would be awesome and would effectively solve what's happening to us in China, Russia and who knows what other places. We would just need to redeem that 'promo' code.

Still, if it's any consolation, yesterday, I bought 400 points when I was in Italy, even if my account setting country is set to Slovenia. The card though, was Italian. But after the purchase, I... couldn't buy anymore. It didn't work simply and plainly.

With regards to points in the box, these are available now in several countries in europe - including Germany, Russia, Poland, Czech Rep (I don't recall the full list of countries at the moment). This is done similar to buying MS Points or gift amounts for PSN - you purchase a card (or card inside a box) with a unique 1-time use code. Redeeming that here on social will add the amount of BioWare points to your account - you can now use those in the game for DA or ME2.

Good ol' EA... spending resources in manufacturing boxes and printing out codes in cards is ok. But distribution of such points in other digital platforms is not.
I imagine this will eventually be good business for third-party sites to buy these cards and then sell them online... worldwide.
Fernando and the other people involved in this project (and also for those on ME2) have done a fantastic job in development and even in DLC concept... which is then marred with frustrating distribution. Good ol' EA...

Taking into account what Fernando indicated, and the usual market dynamics in such cases I searched for "buy bioware points card" and stumbled upon a number of online sites that sell points-in-the-box worldwide. In these (legitimate) sites the snag is that for first customers they want to call you first to confirm you're legit. Anyway, For about 20USD I got 1600 BW points which I will now spend VERY carefully.
The thought of why it had to be like this is quickly being replaced by an overwhelming urge to get Return to Ostagar.

This is funny cause I can pay for pretty much anything with my Russian PayPal account but BW points are "not available in this country". Same deal with international USD Visa classic that is accepted everywhere as well. What a joke.
@dark-lauron: Aye, that would be nice. Meanwhile you can ask your Russian friends to buy the card and e-mail you the code. I don't think these cards are region locked.

I did the same as you did and bought a point card from that same store that does phone confirmation but the code I was given won't be recognized here
EA support chat is proving to be useless to solve my problem and one of their support people told me to contact bioware even though the redeem promo code page has this message: "If you are having trouble redeeming codes, visit support.ea.com for assistance."
So far 2 support persons have given me excuses like technical problems or have "escalated" my problem to a senior representative but the problem remains.
The code is in the XXXX-XXXX-XXXX-XXXX format and I was able to redeem my collector edition codes just fine some months ago.
