I'm wondering what the intention of the weight system is with regard to balance between classes. My first playthrough was an adept, and the weight system was extremely advantageous; I was easily able to stay at +200% recharge speed carrying nothing but a Vindicator. My new playthrough is a soldier, though, and the weight system now feels quite punishing. While the game was in development, we were told that there would be a penalty for carrying too many "heavy" weapons (e.g. Revenant, Widow, and Claymore all on the same character), but that more weapon based classes, like the soldier, would have a greater carrying capacity to make up for wanting to carry multiple advanced weapon types (i.e. assault rifle, shotgun, sniper rifle). While that greater capacity is technically there, it isn't really what I had expected. The system seems to work as follows:
75 initial capacity
between 50 and 100 additional capacity from class passives
being overencumbered reduces faster recovery speed (at a 1:1 ratio), which starts at +200%
There doesn't seem to be any difference at all in initial capacity between the least weapon based class and the most. The soldier's "greater" capacity is a mere 50, which seems fairly minor when you consider that most advanced weapons weigh at least 150 (and a soldier is supposed to be carrying 3 of them?). Upgrading the weapons helps a little, but not nearly as much as it would if upgrades weren't locked at lvl 5 without NG+. Is the soldier simply not supposed to use abilities (read: adrenaline rush) very often? In ME2, the class was based around using adrenaline rush as frequently as possible (it being on a 3 second cooldown), and with no new active abilities (not counting frag grenade, which doesn't use cooldowns), I would expect the the same from ME3--the catch being that the base cooldown is now much longer, so lots of recovery speed would be needed (ideally >100%). Even the lightest advanced weapons simply weigh too much, even upgraded, for this to be practical unless you completely forgo one of the weapon types and don't use any of the heavier weapons.

I agree its rather punishing for soldier if you want to carry a large number of weapons. But for me personally, once I thought about it I realized that I rarely used anything other than a sniper rifle and assault rifle. So I started running with just those two and an SMG once I had ultra light weight mods. I used the raptor, rev and hurricane and my AR timer was just over 5 seconds, on par with ME2. Playing again on NG+ with the higher gun ranks its gun under 5 seconds, same load out.
My suggestion would be to think about how you play and what weapons you use the most and which ones you could with out. I rarely, if ever pull out the SMG I carry, its just there for back up and I can still use the two guns I enjoy the most while having a fantastic recast timer. I do agree though the system isn't perfect and if you want to go the old school route of the 4 main weapons you are going to take a major hit on soldier. But if you are able to slightly alter your play style, even soldier can take advantage of the system have super quick cooldowns.

I agree that a soldier shouldn't be carrying every weapon type (e.g. no pistol or smg), but I do tend to use shotguns a decent amount if I'm able to carry one. I guess my main problem with the system is that it is possible to get a reasonable setup with all 3 of AR/SR/shotgun (if not the super heavy ones), but only on NG+, when you have access to weapon rank 10.
