A Tech Burst will happen with Cryo Blast from a Concussive Shot, not sure with ammo powers though.
Cryo Blast will Tech burst off a Drone or Turret if you took the Cryo Explosion evolution.

From my experience, ammo powers don't set off explosions. Very sad indeed.
