Are then any plans to expand the excelprocessor executable to accept some more generic formats or maybe replace that file with something new and more featureful?
if not, does anyone have something that can use other formats or at least know the specs for the GDA file format plus the specs for any hash algorithms needed?
I don't own a copy of excel, and I don't feel like pirating or buying a copy either.
If I had the specs I'd probably have written a java version and cobbled a generic xsd to use as well.
Hmm though python might be a decent choice since it's needed for doing lighting in the toolset.
xml/csv/txt -> gda? aka I don't have or want to install excel

Yep, except that not all files saved with open office can be converted to a GDA file.
Ideally, I'd like to use open office to export the spread sheet to some format that I can use to create GDA files.
Basically it seems like if you create a new 2da in OO, excelprocessor won't convert the file
If you edit a 2da xls file with OO, it can be converted, IF the file is big enough
however if the 2da file was rather small, saving it with OO changes something so that it can no longer be converted.

As long as you save in the Excel format, there shouldn't be an issue with OpenOffice; I'm aware that there have been reports of it not working, but I haven't encountered them yet.

I've encountered those issue with OpenOffice's XLS exports numerous times. Worked other times. In my experience it's pretty much 50-50... which can be quite infuriating when you're trying to focus of more important parts of your addon than a malformed XLS table.
So... Since I don't want to install Excel either, when it happens I simply edit a GDA directly using that jewel Elys made us : GDApp
And shaza~am.

How do you use GDApp to create a new GDA file though?
I've run into the OO problem a lot. Especially if I create a new spread sheet to create a new GDA file.
Saving new spreadsheets in excel format never seems to produce something that the processor can use.
