Are any of the tier 1 or 2 offenses possible on console without doing it on purpose? I dont even understand half of it. Host migration happens all the time but i dont see how that could make someone get extra credits. I just hope its not possible to cheat by accident.

I think the main reason is cost. For Bioware to host the games - the Diablo 3 method if you like - they would have to supply the bandwidth and CPU cycles, as opposed to the present system where they're only really handling accounting. They might have gone the former path anyway, but I think they weren't sure how many players were going to be involved in multiplayer, so they didn't want to splash out on infrastructure. That's only a hypothesis, mind you.
Basically, as in everything, there are tradeoffs. At least they're doing what they can to contain the cheating problem and sanction players who are seriously doing it (And for those who condone cheating in the community, the reason I oppose it is because it ruins the experience for anyone who joins public games and wants a legitimate challenge, when the hoster has hacked the game).

and a new ea.com acct and starting over. My guess the ones that credit glitched to get all the goodies fast won't start over. They will have crap weapons again and that's more than a 10 buck penalty to a cheater. I can hear them screaming now

Player hid behind desk for first 3 rounds. Rounds 3-5 began to stand in the open and fire his plasma SMG into the wall until he expired its ammunition. Switched weapons and continued to fire into the wall. Only moved just enough to avoid being kicked, never supported team. Had less than 900 points (team average was around 20,000). Very obviously was credit leeching. To boot, had his mic all the way up, blaring static the entirety of the time. Average N-7 level. Behaved very oddly, almost robotic movement patterns.
Additional information: took place on the Xbox live network during operation mastiff multiplayer weekend. Game mode Geth, Gold, FIrebase White.
I left the mission at round 5 after seeing my other two teammates bleed out. He then promptly messaged me a very vulgar and degrading xboxlive email.

You should not post details of offenders in public as it is against forum rules.
Recommend you edit your post to remove that.
However, soulds like a shameless leech, so the advice from BW is:
"If you feel your experience has been affected by playing with a cheater, please send us a message atme3mpcheaters@bioware.com. Please also add the Origin ID/Gamertag/PSN ID of the supposed cheater
along with the time of your match(es) with him and why you think this user has been cheating."
Sounds like passing on the e-mail would be good evidence of 'griefing'.
