So, I just found Branka and completed that whole segment.  I traced the list of dwarven names to take back to the Shaperate.  The first thing I thought was, great I can use this now as a trade to get him to open a Chantry, since he denied me before.

But no, that option is not available.  Instead he gives me yet another object I have to sell for gold.  It seems to me I should have been given the choice of using it as leverage.  Just a thought.

It's basically Persuade/Intimidate only to get the Chantry open.
