Novice modder, advice?

My biggest concern is whether I should give myself a crash course in programming before I delve into it, or if most of those issues will eventually be covered in a CS wiki (a la TES CS)? Or, do you think it will be possible to just jump right in and start creating?

You can then start with minor OC addons to learn the ropes. and when your think you have learned enough you can start making your own stand alone module.

Once you're through with that, fix a pot of coffee, be prepared to be patient and try your hand at it. With NWN and NWN2 I learned through experience, and I find that most people learn and retain their knowledge through that same style. I'd suggest looking at a Wiki for specific information, or perhaps to introduce yourself to the basic functions of the toolset, and just having a go at it from there.
Begin with a small module, something interesting but basic- maybe even a bit silly, but you'll learn the ropes that way. After you've created that, and start on your second project you'll be amazed with the difference in quality. Just takes time, and really, if you're dedicated, it isn't that much time- unless you're going into coding.

The modding community for these toolsets are very helpful and they did offer aid and advice for me, but still I was unable to complete a trigger for a quest. I've read that the toolset for this game will be even easier to use, so I hope I can get past that hurdle and move on with my mod.
time will tell

It also helps (when we actually get the toolset) to open up the official campaign and see how they then did it behind the scenes.

Focus on what your strengths are (i.e. landscaping, conversation trees, etc.) and learn the other items along the way. You need a modicum of success to keep the morale up.
Also, ask questions here. People will be happy to assist you.
Also, start basic. Keep it vanilla while you are learning. Then start introducing the wrinkles one at a time until you start getting the hang of it.
