Imagine it? Having your greatest detractor on hand to find out what things are really like? To explain to her the decisions you made? The reason why there are some stories you can't publish due to morale reasons?

I agree completely. Having your journalist rival be your potential war correspondent would be a great way to create a foil onboard and for interviews after tough missions. When Allers asks you annoying questions after a mission, it's not really all that annoying, it's just some newcomer that you're not familiar with being a journalist. But having Khalisah there would create some tension based on past encounters, and whether or not you can resist punching her again (which would put an end to her being on the ship I'm sure) or in doing your best to show her what it's really like out there.
It's a huge missed opportunity for character development for an otherwise minor character, and could have been really fun.
That being said, I don't really hate Allers. I don't know, or care, who Chobot is. The voice acting was fairly bland, but she's in it for very little of the game and is totally optional, so it didn't really bug me one way or the other.
