Okay, my partner is about to begin his first playthrough of ME2. But, he's doing it on my PS3 with my copy of ME2. I have the Arrival DLC installed. I know that, it appears as a mission (and cut scene) before the Suicide Mission if it's installed. Is there a way to make it not appear until after the main campaign? Can I uninstall just Arrival and redownload it later (and if I do, do I have to pay for it again)?

You can't just uninstall arrival, since it integrates with all the other ME2 DLC you might have downloaded, but if you erase the aditional content ME2 file from your PS3, you can re-download any content you have previously purchased (all PSN DLC it's one time purchase only) all the times you want, providing that its the same console where you open the account and bought the DLC.
Unfortunately in every new platytrough the arrival mission will pop up after the mission when you fight the collectors for the first time, if you don't want to do it, just leave it for the final, after you complete the main mission (since i dont think this mission have time penalties, you can do it whenever you want....)

Yeah, it's not a time penalty, but the cut scene with Hackett that early in the game, just really messes up the narrative flow.
But, since it's one time purchase, I can just wait to redownload Arrival when it's time, since it's a separate download from the DLC that comes with the PS3 version then?

Agree about the narrative. I can't be bothered to try to screw around uninstalling this or that so I like to play as if I never had the private conversation with Hackett and ignore the email until I want to do the mission, like it's a big surprise 'Oh, new email from Adm Hackett, wonder what he wants' after I get back from the Suicide Mission.

Unfortunately the initial scene when Hackett give you the mission its unskipable, since it activates automatically when you access your private terminal, the narrative issue its only a problem when you play for the first time, after that it doesnt't matter ....
You cal also erase the DLC and redownload it when you desire.....
