It probably makes sense if you're playing an infiltrator to hit it, but I like Garrus so much I want it to be a special occasion for him. I missed on purpose when I did it, I was playing an adept so that made sense anyway.

Garrus knows this and my infiltrator Shep has nothing to prove to him. In my mind Garrus would appreciate the gesture of sandbagging and why Shepard did so.
Not saying either choice is wrong, just comes down to how you're playing your Shepard.
