Following the current tide of scrutiny over the latest game of Bioware, I would like to point out how terrible the 'formal' dress for Femshep is. Why do I say this? To be honest, it feels poorly elaborated and lacking of creative 'design'. If there was an intention to feature formal dresses, why not reuse the dress from Mass Effect 2? It was fairly decent and it fit perfectly your Femshep.

The difference between one and another is quite clear. I understand this may come as pedantic when there are other things that require to be fixed but it was a poor decision to feature this... Whatever it is, instead of reusing the old dress.

As a final note, I find it amusing that the other alien species (NPCs) are able to wear finer clothing (Asari for instance) while Shepard always ends up with gritty stuff. Guess we'll just have to wait for the gibbed save editor to start working again.

I think that dress replaces Maleshep's leather jacket not any formal attire. But yeah, it's kind of lame.

A 'basic' edit someone did to feature the same jacket on Femshep. Instead of this lousy dress, whoever was responsible for this section could have made the jacket available also for Femsheps.

Sadly, I cannot answer your question accurately. I suggest you try searching on Google if it's possible or not to alter the outfit into what this image displays (And whether it messes up or not with the animations).

That N7 jacket is broken for male Shepard, it always goes through the neck on the back.
