Does anyone know if a mod has been made to change lockpicking into a talent? I haven't been able to find one.
I don't really think it belongs in the skill groups. Trap making is a talent, why isn't lockpicking. On top of that, a rogue shouldn't have to choose between a non-combat and a combat skill. No other class has to. (It could be argued that stealing is also a non-combat skill, but at least that required interaction with an NPC.)
If one isn't out, does anyone know if it is possible to make? I am a complete toolset noob and incompetent. (And now afraid to even re-install it after it broke my save games from simply making the test area from the video tutorial.)
Lockpicking as a talent?

Stealing is a skill not a talent, do you mean stealth?
As far as your actual point, I agree. Lock picking should be a skill.

Yeah, it was late when I wrote that. My train of thought jumped track for a moment. What that part of my comment was supposed to say was "It could also be argued that stealing is a non-combat skill, but it involves interaction with an NPC so it's more of a combat ability than lockpicking and yet it is in the skills,"
