While "cheating" as you define it is possible with modding, it's only the most very basic use.

Modding the game is far more than just giving yourself more ammo or invulnerabillity. It's about playing the SP part of the game the way YOU want to play it. Tweaking it until it's perfected; making the game more challenging; changing your character's looks; etc., etc.

Modding is not about 'cheating' which is an oximoron in a single player game.

To piggyback on what you said about unlimited freeplay in SP, we should be able to mod our SP campaigns and stretch it as far as we like without having to worry about getting banned. Like others have said, there are mods in existence that allow for visual enhancements. In any case, if people want to "cheat", they should be entitled to that. Their game, their experience. When I was a kid, I beat Pokemon so hard and later found that cheats and mods were fun as hell! Mods allow for different and enhanced experiences that players should be encouraged to take part in!

As mentioned by Scylla, you will not be banned
for modifying your files *unless (and this is where my intention was)
they give you an unfair advantage in any multiplayer aspect of the
game.
