I always have to restart the computer after installing a bioware game, I don't know why as it doesn't seem like it would be necessary, but it works for me.

That's not his problem..he's already installed it..he's just trying to run it..and I don't think the admin thing is the problem here....although worth a try.
I can almost guarantee that this is the problem. If it's installed in Program Files, Vista won't let you change the files unless you run as admin. So it starts up, checks to see if the configuration has been run/saved and sees that it hasn't, so it runs the config again. Except that it can't save the changes.
Right-click and run as admin.

Kind of like how my newly installed and unpatched ME behaved on my vista laptop, patches solved that though.
Try going in to the games folders and launching the games exe file manually instead of trough the launcher, should work as it seems like the configuration tool is messing up, most optiosn should be ingame anyway

I'm having the same problem. I press play and it opens the configuration utility, then freezes. I've tried going into program files, right-clicking the exe file and running as administrator and it does the same thing.
I'm running Windows Vista, 600GB HD, 6GB RAM with an ATI Radeon 4850.
I've also uninstalled and reinstalled as administrator with reboots in between the steps.
Any other suggestions? I've not been able to play this at all!
