Hi!
I'm on my 6th computer since I originally played Mass Effect 1. I have been backing up my My documents/bioware folders ever since then. On this new computer that is my first for playing Mass effect 3 ( haven't played ME2 on this pc yet) I copied my ME2 bioware folder over to the documents folder on this pc
For some reason Me3 only detects 3 of my 7 characters however, and only 2 of those can import a face. I know the face thing is a known issue, but how come 4 of my characters don't even appear?

Yeah I had the same issue.
Firstly the game detected only my female shepard I had a total of 5 chr's, so 4 others weren't detected....
So I played again the collector's base with one of my chr's, this time and I saved on the normandy after finishing the mission.
I started ME3 and there he was, my second male shepard was imported.
So I played again ME2 collectors base with my 3rd shepard, did the same, saved on the normandy after finishing it, but this time ME3 didn't find my 3rd chr, so I don't know what's wrong here.
Some ppl have no problem at all, some have problems....
What you could do is use this site, if you download a save of this site and follow the steps it describes you can import a chr.
You can choose out of a huge list of all the possible decisions in the course of ME1 and 2
