There's absolutely no way in hell EA would allow an expansion of this size to be free. Regardless of your opinions on Bioware (I've loved most of Bioware's games and actually liked ME3 a lot), EA wouldn't let it happen. I'd love for it to happen, and it'd be a great sign to the fans, but it just won't happen. EA thinks short term. They think about the here and now. If they thought about the future (and the amount of fans they could possibly bring back to Bioware's IPs if they made the would-be DLC free) it'd be free. But they typically don't. So expect a 1600MSP price tag on it if it even exists.
As a disclaimer: Please don't take this as me trashing Bioware. As I stated above, I like a lot of Bioware's games, been a fan since KOTOR which is what really got me into RPGs. So that's not it. I have a general disdain for the way EA handles their games (I remember a quote from somebody high up in EA about charging by the clip on Battlefield 3 via microtransactions, sickening thought). I'd love for them to prove me wrong as it'd be a great thing for a series I love, but I just don't see it in the cards.
