I see Garrus' name on the Docking Bay Map, and there's a Turian talking to him, and Garrus can't be heard, but the subtitles show he's talking. Why is he invisible? I've never talked to him on the Citadel before, and I heard you're supposed to be able to.

Did you give him the Infiltrator cloak option? :-)
