I have been able to recruit her immediately after rejecting Chakwas on my first trip to the Citadel from Mars on all 3 playthroughs I've started so far.
Just follow all of the conversation options w/ her and eventually you'll have one to the effect of "Normandy needs a doctor"

2nd playthrough i rejected chakwas and got was seemed to be the exact same medigel mission. first time it gave me just 1 extra, went from 7 to 8. 2nd time went from 8 to 10.
