Only restrictions are those who die in the name of the plot (so Thane, Legion and Mordin - though I've been told Mordin isn't a mandatory death).
With that said, my first choice *would* have been Thane. But instead, I'm saying Miranda.
Because I was actually a big fan of her character, and really wish I could see more out of that romance.

I would have liked two of them to stick around. It would have made sense to bring back Miranda and Jack, even though they weren't my favorites or anything. (I'd have wanted my ME2 people to be Legion/Mordin but they were used well.)

I was shocked when Miranda wasn't a party member, but she ends up playing a pretty huge part in the story. I think they did a pretty good job with it and after playing the game, im satisfied even though she wasn't on the team.
Mordin ended up having the best scene in mass effect history imo. So although being a logical choice for me, im glad it went how it did.
Personally id choose Jack. She had very good character development in 2, on top of being pretty funny. I wanted to see it continue in 3.

Jack or Miranda. I though there were going to be more temporary squadmates though, for various sections. I think it would've been interesting if there was a slot left open for 'temp' squadmates and then towards the end a slot left open for an ME2 LI that wasn't in the 'core' squad of ME3. Harder to implement though.

Correct on Mordin. If Eve and Wrex are both dead, then you can talk Mordin down.
That said, I would have liked Miranda. It would have made me more open to keeping her a romance option. I just kinda feel jipped have a romance who isn't on the ship.

My Femshep romanced Jacob since, unlike Kaidan, he wasn't a total wet lettuce, so it would be nice to have him back.
Especially since if you romanced him he's not with that other woman (Bryce, was it?) so his only reason for not coming back is, "yeh, well, you know, I like looking after these people even though we're supposed to be, like, together". Somehow I think if he found out I was building a fleet to save the galaxy - and once I'd safely escorted those he was protecting to the Crucible - he'd be more that willing to hop on board the Normandy again (and Femshep would be more than willing to have him hop on board her hur hur >_>).
He was also quite a nice squad character to have around - he did me proud in ME2. Admittedly, having him, Vega AND Garrus might be overkill but meh.
If you don't buy the From Ashes DLC then you only have six potential squadmates. Given that Garrus and Tali both died in my ME2 playthrough, and that I shot Kaidan between his teary eyes for protecting Udina before he join my squad for real, I was left with only three squadmates (Liara, EDI and Vega). Three! And out of that lot, EDI did nothing for me, I really wasn't a fan of her.
Personally, I loved Thane and Legion, too, but can see why they had to die for plot purposes. It was nice having Mordin back on board for the little while he was with us because I enjoyed my chats with him in ME2 (although I never used him in my squad - I'm still not sure how he survived the suicide mission!), but I'd have never used in my squad for this game so I'm not too bothered that he died.
Miranda would have been quite nice to have back for people that liked her (again, she died in my ME2 playthrough) and Grunt was fun to see in my Paragon playthrough (died in my renegade Femshep game. I'm detecting a pattern here...).
I think, overall, it would have been nice to see Samara again. My Femshep appreciated her "get the job done at all costs" philosophy. My Broshep just wanted to bang her.
So, if I had to choose some of the ME2 squadmates it would have been Jacob and Samara. Having said that, I bleedin' loved Zaeed too.

Eh, got the squadmates I really cared about aside from Zaeed. Zaeed was a great "firepower" squadmate and lots of fun to listen to, especially regarding "Jessie". Would have been cool to have Mordin & Legion again, but their roles were excellent in the story. Never cared about Miranda or Jacob, both came off as cardboard at best, stereotypes at worst to me, though at least Jacob was tolerable. Jack was interesting as a character but never really used her much as a squadmate, Thane, Grunt & Kasumi likewise.

It also made no sense. Why couldn't Legion just make copies of his runtimes and send those out? Geth create backups all the damn time. What, was there just some really good Reaper DRM he couldn't crack or something? If so, why not just pull the most recent backups out of storage and subject them to the upgrade process too?

You know I thought about that for sometime. I prefer to have my favorite ME2 squadies in their ME3 spots (Grunt, Miranda and Jack, you counted other 3 Mordin, Thane and Legion out of choices). They showed great progress, especially Jack. Which made me happy for her as she finally found a thing to enjoy in her life. I wish Miranda was temporary team mate instead of 3 meet ups. It was hard for me to send her into unknown 3 times.

I want Jacob back, that way when I know I'm playing too much and need to rest I just go on a mission with both Kaidan and Jacob then *boom* snoozefest.
