With incinerate I'd go all or nothing, even maxed its not a ton of damage. Get 10% weapon damage instead, or sniper if thats the kind of weapon your using.

Should probably put some reasoning. Without max incinerate, you've got little recourse against Reapers, and it is effective for other armored units that won't be stunned by ED, even if they are artificial (Primes and Atlases notably). Bonus points for being able to hit things that you don't have a line of sight on.
Decoy didn't seem to lose much effectiveness when I knocked it down to 3. You have to recast it more often, but it still tends distract numerous enemies long enough that you and you team can handle them. Power cooldown isn't much of an issue, I'm at +172% (Carnifex III) and my cooldowns range form 2.4-2.7s, so you can get it back up in a hurry if need be.

Yeah, I'd probably suggest something like 6/3/6/5/6. To be fair, you should try the damage reduction evolution (rank 6) for Energy Drain, it really makes Geth a lot easier and helps with Atlases and Turrets or even Phantoms and Banshees.

I need all the damage I can get on ED for Gold, since leaving even a sliver of shield is an issue with the whole no bleed through thing.

I like the Radius boost for ED as it lets you hit large® groups of Geth, which can frequently hit 3 or 4 of them every use, great to slow them down. It also will kill Combat Drones and Turrets spawned near the Primes which is nice. The Armor Boost is nice as well, while you don't take advantage of it every time if you're in a tight spot it can help quite a bit.
I've never seen a Decoy actually die, so if I could redo my points I'd take Duration over Shields for the 4th point. I suppose you could leave it at 3 if you want and just miss out on another 10+ seconds of duration, and the Shock. Shock isn't a gamechanger but it can be nice if you throw it down while you're waiting for an Extraction or hacking/uploading and a hunter tries to sneak through.
I took the 40% dmg over 8 seconds for Incinerate for Primes mostly, I think mine does around 800 dmg, and with the 50% dmg boost to armored targets it adds up.
I use a pistol so I skipped the 6th point in Operative.
Fitness I only went with 3, while more shields does sound nice, especially with 100% recharge from ED and the Armor Boost, you'd have a good bit of Durability. I might drop Decoy to 3 and max this next time to see if I can notice a difference.

So incinerate rank 6, gotcha. How about taking 2 ranks off fitness and putting them into Decoy instead? Or not worth it?

I thought about this, but it doesn't seem that Incinerate deals it's DoT immediately to protections like it used to, so I figured I'd get more use out of faster recharge since I'm generally pelting them with fireballs every 2.4s.
Jury is still out on it though, I may restat that rank at some point.

Thirding 6/3/6/5/6 build. Although, the decoy at this strength gets 1-shot by brutes. The banshees also seem to ignore it most of the time, but that could just be my not understanding their AI.

Either that or switch out Fitness for more decoy, but I like the idea of having a "Tanky" engineer.

I actually took that build and doing incinerate spam on organics (Reapers and Cerberus) and refreshing the decoy on choke points helps out a lot.
When playing against the geth just energy drain spam with a decoy refresh.
Rinse and repeat.

I can get 170% recharge speed with both a Carnifex and a Locust, or 200% with the Avenger and the Locust. Carnifex worth it?

Hmm, I maxed out my engie last night and I must be missing something. I only put one point in decoy and I never use it. I'm assuming that at silver or gold decoy must really shine. I think I maxed ED, Incinerate, and SO, with one point in decoy and the rest in fitness to improve my survivability. I typically just run games with a Sabber and spam ED or Incinerate depending on the target and go for head shots.

Decoy does well in maps with obvious choke points. It's not as useful in maps like reactor or giant on silver/bronze where your teammates all over the place like children on an easter egg hunt.

Decoy actually works really well on Giant for me. Hold that room at the top of the ramps, one Decoy at the ramp near the spawn, another cast from the ladder overlooking the lower outside area that catches all of he mobs that would otherwise come up the back ramp.
Reactor I just use it around corners and such during objectives, don't have a solid strategy for that map yet.
Also, if you skip a rank 6, you should have three points for Decoy, not one.

When you're new to the game you don't really think about Decoy as anything but a lackluster combat drone but it actually does what it says.
Team member down and surrounded by enemies? Pop a decoy on them and pick them up.
You got two banshees and a brute after your team? Pop a decoy.
Your squad-mates are down and you're all that's left? Refresh your decoy and while the enemy is fixated on it kill them one by one.
Its by far one of the best 'racial' talents in the game IMHO.
Team member down and surrounded by enemies? Pop a decoy on them and pick them up.
You got two banshees and a brute after your team? Pop a decoy.
Your squad-mates are down and you're all that's left? Refresh your decoy and while the enemy is fixated on it kill them one by one.

Decoy makes Salarian Engineer almosta a cross between Engineer and Infiltrator.
When you're pinned down, you can use it to escape and flank without being harmed. You can put up a decoy from behind the corner (or through a window) and then slip in and star blasting away. You can use it to lure and flank Guardians. During hacking missions and extraction it will take pressure from the entire team, not just from you. While protecting a hacking teammate, you can use decoy to guard one flank and cover the other yourself - in fact, after infiltrators, Salarian Engineer is the best class for disabling devices.

I love the Salarian engineer to death and I haven't even put a single point into decoy. I have max ED and Incinerate- he can handle anything. After reading this thread (and others) I think I'll respec him and try out decoy. Is it possible he could have more utility and I'll love him even more? I can;t wait to try it!

just got my salarian engineer in a veteran pack, I was thinking of saving up for the spectre pack but decided against it. First I saw it was just another engineer card, but then as I read through the item list I saw it was a Salarian engineer, I had already heard that they were pretty awesome, so, at level 11, I chucked in 6/5/0/0/0 and will go for the 6/6/6/5/3 build first, see how that holds up, but first off its time to level this class... Seems carnifex is a popular choice, lucky me that I have that one too

Yea I really love my Salarian Engineer. I just Promoted my first level 20 and am working him back up now. My first go round I tried using 3 Decoy, but this time I may try maxing it and seeing if there is an improvement. Will likely lower incinerate a bit to compensate. ED is such a versatile attack, it removes much of the need for a maxed incinerate IMO.
