Is there a reason why stamina doesn't regenerate out of combat?

Does this have something to do with fatigue? If so, then holy crap, what a horribly broken mechanic. No wonder people are complaining about melee characters in the game. I played through the first time as a mage and was able to beat it.
Are melee really so horrifyingly gimped? I mean, seriously???

Also, make sure you pick up the talent "Powerful" from the warrior tree, it reduces fatigue so the heavy/massive armor fatigue cost isn't unreasonable.

Powerful is not available that early is it? oh yes, it might be. Anyway, I go for Indomitable and Critical first.

Modal buffs are a poorly implemented mechanic, in my opinion. The concept is interesting ("choose between activated abilities or sustained buffs") but, in practice, you pretty much just leave them all on. It's really tedious turning them off, letting stam recharge, using abilities in battle, and then turning them back on. I'd rather they be free - or at least the crappier ones be free. As it is, they serve only to further punish melee classes in an already mage-friendly game.

I agree with this, they all already have drawbacks to using them (more damage but less attack, etc) they should use that to balance them.

If you want to use your ability's you have to put more stats into willpower

The sustained abilites don't cost anything to use them unless your stamina is full. There are some great abilites that keep your characters doing good damage after you've used up all your stamina
