Thanks to Yaron Jakobs of Bioware for hints here social.bioware.com/forum/1/topic/71/index/310609. This works flawlessly so far after about 6 hours of testing with no side effects I can see.

I edited the AI_DetermineCombatRound function in ai_main_h_2 to comment out the: if IsControlled -> use partial AI. Recompiled rules_core and put that in the overide directory.

Manually commanding your controlled character still works, as will disabling tactics in the the menu. But left unattended(with tactics enabled) the controlled character will proceed to use whatever tactics you have set on its own instead of just auto-attacking.

****For anyone who may not understand what I said in pseudo code up top here is what I did:
1) Open ai_main_h_2 script under _Core Includes
2) Comment out Lines 632 to 645
3) Comment out line 763
4) Recompile rules_core script under _Core Scripts
5)Extract rules_core and stick in you packages/core/override directory.
