I remember the boots of speed are located in the 2 level of undermountain, but visiting Waterdeep's magicians shop, i found a cloak that has a permanent haste thingy and fits to monks only - robes of the dark moon. I was surprised that it gives an additional +4 armor, though nothing written on it.

An overkill, but actually playing HOU for the 3 or 4 time, it's a time saving reward. Now i can give the boots of speed to Deekin..

Being hasted (from whatever source) gives a +4 dodge bonus to AC. It's not listed as a separate bonus for the robe because it's part of the haste effect. Your boots of speed did the same thing and having the haste effect from more than one item does not stack. So, if you were wearing the boots of speed with no armor and then put on the robes of the dark moon, you will see no change in AC.

I am not sure if being hasted by boots has same effect as under haste spell(Wiz 3). But you can also haste yourself with lvl 1 spell exp. retreat. Some weapons also hasten you, and you can add this effect to weapon on hand from chapter 2. So a pair of boot of speed or chain of speed may not useful afterward.

To use the Robe of Dark Moon you must be at least level 1 Monk.

The haste effect (either via item with a haste property or via the Haste or Mass Haste spells or an item or feat that casts either of them) is the same regardless of origin. Its effects generally do not stack (with pseudo exceptions of movement rate for those with 3 or more Monk levels). The benefits are: An extra attack per round (at full AB unless one is already getting free attack), a +4 dodge AC bonus, and a +50% movement speed increase. So, the effects of being hasted from various sources are the same, though the cast versions vary in terms of duration, dispel-ability, etc.

Expeditious Retreat is not the same as Haste. It grants only the +50% movement speed increase That's not to say that Expeditious Retreat isn't a useful spell, but it is not the same as being hasted.
