Physically keepers and reapers look similar in appearance only backwards.  The head of the keepers is the tail of the reapers.  The legs of the keepers are the giant legs of reapers.  Arms of the keepers are the many small arms of the reapers.  Scifi in general use I think synthetic life forms mimic the appearance of the creators.

Keepers were the first intelligent life form in the galaxy, they followed the ying and yang way of life to keep the balance.  As they spread across the galaxy they realized that they no longer followed that way of life.

Life and death must be kept in balance, but they were no longer part of the cycle of life.  Only life is what they knew, as a specie they could no longer be killed, colonizing to many planets, growing to much.  They were using up all the resources at their disposal.

As the keepers knew they were life they needed death to balance their religion.  Thus they created the reapers, highly advanced VI not AI as that would just be another form of life.  After the reapers were built the keepers willingly became indoctrinated to maintain the balance.

For every reaper there is a keeper.  Codex page I believe in ME1 that keeper numbers never seem to increase of decrease always stay the same.

Sovereign in ME1 saying that life is a mutation.  What he said could be interpreted as a half truth as intelligent life is a mutation as the specie is no longer affected by the circle of life.

Drell, Krogan, Quarians are examples of intelligent life still living not affect by death by either depleting the resources or destroying their home planet, but they still live.

Shepard was killed in ME2 but brought back to life.  Harbinger wanted Shepard in ME2 as he realized that Shepard was life, upsetting the balance.

If reapers are able to create another reaper, that means the keepers can grow by one more.

At the end of ME3 Shepard has the choices:

Option 1: Kill the reapers and the keepers but knowing that he would doom intelligent life to slow death by overharvesting resources.  This option would also shut down the citadel as the keepers would no longer keep it running, millions of lives would be lost from the shut down.  Would take a few centuries I think to get the citadel back up and running.

Option 2: Let the reapers win knowing that all intelligent life would be killed but ensuring that life would continue.
