For me it is close between 2 and 3, but characters and places of ME2 took over.

From best to worst, in order of appearance I guess. Depending on how future DLC pans out, ME3 might just top ME2. I've so much nostalgia and so many memories of the first Mass Effect that not much can top that.

ME2 is my favorite because character development was the focus of the game. However, I am also including all of the DLC... with all of that, ME2 just feels like a complete game. I have gripes, though. No party banter or interaction among the crew, for instance, and lack of RPG elements.
What ME2 lacks, ME3 makes up for. Love how alive the ship feels. Overall, the game itself is simply unforgettable. Hopefully DLC (endingpatchendingpatchendingpatch) will really flesh it out.
ME is a fantastic game, and probably the most "complete" of the series. I don't like the story or voice acting as much, but it is still a great experience. ME has the "biggest" story, mainly because it's the introduction, but I don' think the dialogue is as tightly written as the sequels.

I actualy like ME3 the most. Even with the ending. But I'd still say they are all equaly good, each with it's flaws and pros.

The ending ruined almost the whole story for me, couple that with a disappointing photoshop of my beloved Tali's face, and ME3 deserves to be last on this list IMO

I can safely say that ME3 is the only game I've ever played to be ruined by a 45 second cutscene, with the ending choice. The first 95% of the game was good though.

Even if the ending was better:
ME > ME3 > ME2
Even though ME had a lot of frustrating moments, the nostalgia got to me. Besides the story was great.

Wow its a toughie they all stand out in their own way.
1. ME3 - played it on normal first but next time want to try narrative mode
2. ME1 - had strong narrative fole and less combat (I enjoyed building relationships)
3. ME2 - Mepersonally, I enjoyed it but felt that they missed opertunities in several places to develop the character a lot further

I found everything just made a ton better in ME2 from ME, though I love both so much.
I'm not putting ME3 on this list until I know if the ending will change. So far, that game is the best of both of them except for the ending. The ending, which screws everything over, cannot be forgiven until it is completely changed.

The combat in ME2 was so much better than it was in 1, and the character stories were done so well. ME3 would be number 1 if I wasn't so depressed about the ending. ME had a great main story and awesome party members but the secondary quests, combat, and planet exploration killed it for me in comparison to the other two.

ME - Liked the characters the most, Saren probably the best written character in series. Liked the squad, liked the story, Virmire my favorite mission out of all the game.
ME3 - Old gang back together almost, just needed Wrex. Some of the missions were very well done. Even if the ending wasn't terrible, it would still be second.
ME2 - Least favorite group of squadmates. The story got lost, and was poorly paced. The collectors and Harbinger very underdeveloped. I play for story, and it had the worst story development by far.

ME2 was just.... a wonderful wonderful game. The loyalty missions were some of the best story telling quests around. Romances were great and the suicide mission always feels gripping no matter how how many times I've played it. Some of my favorite characters and moments come from ME2.
ME1 is the most open game, which is something it's sequels lack. Very beefy amount of character dialgue and exposition on the universe. Mako sections were fun! Planet exploration was fun! Tons of customisation for both weapons and skills. Still, I found it wasn't as polished as its successors. Gameplay felt weird and there were alot of bugs.
ME3 is a great game, but overall fails to capture the magic of ME2. Combat arguably is the best in the series and Multiplayer is a blast! There are also some really awesome moments in the game on Tuchanka (Mordin and Lt Victus) and Rannoch. The characters are unfortunately not as engaging as they were in ME2 and, of course, the endings... sigh...
