Ha. Fixed it!
So stupid. Basically I uninstalled all AMD drivers. I then used:
http://www.phyxion.n...er-sweeper.html
To clear out any registry entries for Nvidia and AMD graphics. Rebooted.
Downloaded latest 12.3 Catalyst and installed. Rebooted.
Started Mass Effect 3 - the problem has gone!
So this, in my case at least, was a problem with redundant registry entries and existing driver files.
So stupid. Basically I uninstalled all AMD drivers. I then used:

I fixed my lag/hang issues as well, Only I did a clean install/upgrade to Windows 7 64 bit from 32 bit. Dunno if it was just a bogged down system or not fully utilizing all 4GB of ram with the 32 bit OS, but ME3 is running smoothly now.
