Go to Start Menu and select Run...
Type services.msc
Look for Dragon Age in the list, right-click on it and select Start.

He's pointing at the Windows Start button (typically displaying the Windows flag and being located in the bottom left of your Desktop screen space). I ain't sure if you are meaning "Start" within game or at the Services, but anyways.. in other words, click Win Key+R on your keyboard. Type in services.msc and confirm. The Services installed on your machine should show up. Scroll down to Dragon Age: Origins - Content Updater and right click it and select Start. Alternatively, also enter the Properties and set it to Automatic start so you don't need to repeat this step every time you reboot.
Edit; I even took some screenshots (don't got Dragon Age: Origins installed on this machine though) to show you (and others not sure how to enable the service) what you're looking for here:
1.) Click on the Windows Start menu and choose "Run...", if it is on Vista, you have the Search field on the bottom of the Start menu that you can type into (write services.msc) instead or you can alternatively click Win key+R on your keyboard to open the Run dialog you see in the next picture.

2.) In the Run dialog, write in services.msc and then click on OK.

3.) The Services installed lists in the window that pops up. You are looking for DRAGON AGE: ORIGINS - CONTENT UPDATER wich I don't have the ability to take a screenshot of on this machine. It typically lists alphabetically, so look for words starting with the letter D and when you see Dragon Age: Origins - Content Updater, click it to select/highlight it and then on "Start the service" to the left of the Services window (above Description).

4.) Alternatively right click on the Dragon Age: Origins - Updater Service and select Properties. The following window will pop up. You want to switch "Startup type:" to "Automatic" then click on OK. This will help you not needing to do these steps every time you want to play the game with DLC content.

Now, make sure you are logged in in-game, to the same account you registered your game and promos with here on the site. Under Downloadable Content menu in-game, you should now see a list of Downloading/Installed content. And NOTE: I see you haven't registered Dragon Age: Origins here on the site, so I would suggest you do that too. To make sure.
PS: Additional tip; in the future, don't bump your own posts with jibberish.
