You know, I don't think they did. I actually believe that they pushed this out too quickly, not taking the time to play-test different classes/races for a prolonged period of time, then changing classes. Otherwise they would've noticed how instinctual some of the reactions become.
And then there are the inconsistencies, like Shockwave being mapped to two different buttons for two classes. If there were a coherent system to how which powers are mapped, and the system consistently employed, nobody would complain. If there were some kind of allowance for not putting points into a skill and the mapping would accommodate for it, nobody would complain.
Lastly, it is weird to exclude a feature that has become so vital in the Singleplayer for the Multiplayer portion, forcing players that change from the SP to MP to completely re-learn the button mappings. And it just feels wrong that it's not there. Anyone who wasn't surprised to not find it, please speak up. The whole setup, with different powers and different races and different classes just screams for some control customization. Exactly that control customization. (This one, I mean).
The fact that so many people ARE complaining should maybe not be held as proof, but at least as reason for concern. And it is admittedly a very small thing, but that might even make it all the more annoying for being overlooked.
One more Plea for Power Re-Mapping...

I would appreciate the ability to map powers in multiplayer mode, just like we can do it in single player, it just makes no sense that such a feature was left out of the multiplayer part of the game =(

PLEASE do this. It is beyond irritating that switching back and forth between my human and salarian engineers that the two very similar power sets are mapped to different buttons.
While we're at it, how about a control scheme where 'A' doesn't serve five different purposes, all of them potentially critically important? Would it kill us to have the 'X' button be contextual as well at least?

I would definitely love this. I hate using the L-Button to trigger abilities, and would love to be able to move my least-often used abilities to that slot, when in many cases I find my most-used option ends up there.

I'm still supporting this thread, good to see it revived.
For those that literally can't wait for a fix, you do have one option though:
Go get a Razer Onza controller, or a Call of Duty (2 or black ops) combat controller, and use the button mapping controls to re-map Y to the extra buttons.
For those that haven't come accross these controllers, basically each one has two extra buttons that you can use to map to another button on the controller (say, Y/Triangle and X/Square), meaning you wouldn't have to take your thumb of the RS to hit it.
The only problem with this method is either way, you end up using a piece of junk instead of an actual controller (flame-suit on). In my OPINION (which is shared by many, many others), the Razor controllers are great - when they work. It's a shame that they suffer from poor quality - the usual dead centre/look drift propblems on the analogue sticks (as in: you look/move when the stick is centred) come so quickly, and sometimes they just fail at random way before you would expect them to.
Actually now i come to think of it... isn't Razor doing a ME3 Edition Onza Tournament Edition?
This brings into question if EA would let BioWare allow for custom mapping as they will most likely have sold a liscence to Razor to make the controller. And who would buy a Razor with button mapping (which is a direct selling point) if you could do it in game...
