What determines how fast a romance will progress? For example, I had the Liara time capsule conversation awhile ago but no romance progress since. In DAO I was able to move the romances along quite rapidly with a lot of initiated conversations.

I think most of them occur on the Citadel after the Cerberus attack. Cortez you can initiate it with before hand (and afterwards). I know Liara's is on the Citadel, along with Kaidan/Ashley and Kelly following the battle. You'll get a "Shepard, it would be great if we could talk on the Citadel sometime" from a number of characters either/and through chatting or e-mail.

the romance progresses as the main story does I usually talk to everyone after every mission to ensure I don't miss any conversations
