OP Enemies w/ Gibbed Modded Character

I don't know if anyone else is having this problem but I have a FemShep that is level 999,999,999 (I may have missed a 9) and its weird but when she enters combat even a glancing shot can completely remove my shield and a second shot leaves me with less than half a health bar. Offensively I cannot kill any enemies because of how strong the enemies are defensively. I have come close to killing enemies but they actually heal completely regardless of class (cerberus, reaper, etc.). I managed to make it off of Earth and onto Mars by knocking the Cannibals off the map with throw so I can confirm the healing occurs with all types. Knocking enemies off the map is the only way to kill them. Is this because no limits are set in terms of a skill cap for enemies? I figure there stats are based on Sheps'. Or is this a hack deterrent?

If it's anything like me2, the enemies are the same level as shep... so your shep is level 1billion, well, so is the enemy. And since your weapons will NEVER do enough damage then, yeah, you have to knock them off the map.
It sounds much like me2's NG+ where you started out the game at lvl30 (if you got that high in the initial play through) but all the enemy were level 30 as well.

Yeah but I didn't have this issue in ME2 so that's probably not the reason. There's probably a multiplier for enemies offense ability and a cap on Shepard's shielding and offensive damage. That's just my conjecture...
