Does anyone know how to turn it off? 
I went through all of the options, but...

The only way I know is to play in character mode. I do it for screenshots so the white circle doesn't spoil the picture.Perhaps someone knows a mod that will do it.

Thanks already. What a strange and ugly effect, especially when everything else is so carefully designed and beautiful around.

On the right end of the toolbar (bottom left of the screen) are three buttons for selecting mode; strategy, exploration and character. Just click to change, or you can use the * key to cycle through them. I usually use exploration, since it gives the greatest flexibility for locating the camera relative to the party. Personal mode causes the camera to follow the selected character, which I find disorienting. Strategy mode is pretty much useless. You can also go to the options menu to change various settings individually for each of the modes.
