For "best" game needed are
1.Warp
2.Immunity
3.Tech skills( in case loot is important)
-Soldier, Wrex, Tali
-Adept, Ashley, Tali <- imo the most powerful party in the game. And fun on banter too.

I liked Soldier with Garrus and Liara. Like that in ME3 too.
If you were talking about Mass Effect (the first one) the best for Insanity is practically any NG+ compared to a new game though.

I did my first Insanity as a Soldier on a second playthrough. Immunity and CC from the squad is what I relied on. And from reading other's experiences in older threads, you could consider ignoring the side quests as you ironically will face tougher enemies in them, than simply fighting mostly Geth in the main story line.
And overall I preferred going with Tali and Liara once they were high level to spam their powers. Namely Damping and Lift, they can have the shortest cooldowns on those two powers with certain gear and Talent builds, IIRC. I can detail them or link to older threads with info.
Also, I can provide some specific help for different areas too, depending on what you wanna know.
