The laser targeting system is supposed to look like this, or this.

However, after the first strike on the reaper using your targeting system, it becomes impossible to activate the targeting system for a second strike and it looks like Pic1 Pic2. The Circular targeting effect and the laser effect never appear.

Accordingly, it is impossible to beat the reaper boss and proceed with the game. 

I have tried this a dozen times and each time it is the same, regardless of the difficulty level.

The same is true if you die before making the first strike and click "Resume." If you resume from the autosave point, you cannot even make a first strike against the reaper. If you then load a previous save and once more go through the cutscene leading up to the reaper fight, you can make a first strike, but no subsequent strikes. In either case, it is impossible to proceed with the game.

This is not a bug - you have to walk back and forth, dodging the reaper's laser and eventually the targeting system becomes operable again.
