It's a well known city with a visually familiar and arresting landmark (Big Ben) populated with a people considered to be cultured. Same reason why NYC and the statue of liberty have been blown up so many times.

I assume it's the same reason why the Teaser Trailer also featured London, because Bioware wanted a famous and yet visually distinctive city to get destroyed by the Reapers ( I assume the reason they did not pick New York is because that would be too cliche ).
