its actually the fault of Sony not bio-ware, or rather the very paranoid requirements they put in place after they got hacked, its the same reason the PS3 didn't get the BF3 soldier. and they have said a number of times that they are working on getting it allowed by Sony, but these things take time.
its 100% EA/Bioware's fault. they were aware of the 'technical limitations' of the PS3 from pre production. they made the choice to withhold that information from any potential ps3 owners to maximize sales. if people knew in advance they're were limitations on future content they might have made a different choice in which console to buy it on, or if it was worth buying at all. Sony is not to blame for that.
Everyone buying any game on whatever platform should be aware that the possibility always exists that they might miss out on something offered up to users on other platforms.
true but is Bioware/EA responsability to inform that to the consumers, before the game is out, so consumer can make a choice with all data and not after release when people already own the game, this sint extra content for some platforms this are evnts for people who bought the game and ps3 buyers who pay the same for the game cant join.
if this is a exclusivity thing is ok, but they should tell us but this isnt the case.
