Maybe after this they become unlockable in packs? There just CRAZY rare. Like a level above N7.

Good question, it also makes a difference as Europe's summer time first start the 25th of March. I think the the "5 pm" part is more likely than "PST/PDT" since that happens automatically in most "settings", so my guess is that they meant PDT.
