I would assume (Hope perhaps is the word) that it's level one, with the chance for upgrades later (Other events or such). They clearly have shown that they are willing and able to impliment suplementary 'Packs' to buy, so I don't see why they wouldn't leave those guns at event-rate goodies. I dunno how much better level 10 makes a gun, but if they out-shine any of the guns you can already acquire (Level 10 or not) then it'd be a little lame (And potentially disapointing if you got a gun that isn't really useful for the class you prefer).
Hopefully they'll just be more like shinies to show off, and perhaps give an edge compared to other guns into the 3-5 range.
My only level 10 gun is the Katana, and I'm not even sure how much better it got over it's build up (I never use it) and I have the Spike launcher and the Evisarator as well, which I usually take over that unless weight is an issue. I haven't really seen much effect of the levels on my guns besides the increased ammo
Weapons level up as we get the same model on the packs we purchase. If you buy a Carnifex, it will be a level 1. All packs which gives you a Carnifex means +1 level upgrade from what you have. Higher level weapons just means slightly lighter Weight (faster Cooldown), higher Ammo Capacity and slightly higher Damage.

It reminded me of the BMFRX (big ... red X) we had on Battle.net in the early days of Diablo 1 when we ignored someone on the chat channels. =)
Click on the slot occupied by any player and you'll have the option to kick player in the bottom screen. It also shows all weapons, mods and consumables they are using. Pretty useful to know who are cheap in higher diff leagues and don't want to spend they precious Assault Rifle Rail and extra Shield level 1. heh

If that was a joke, it wasn't funny. I could play non-stop well over 20 public matches, after our BRZ+BSN team finished for the day and any game I created would fill up instantaneously.

That just goes to show how much 'team' they actually have in their minds ... none. Would not want to be part of that platoon in real life. They would not last long.
