I suspect that if they were permitted by Sony to explain the reason, they would. Sony has draconian restrictions that govern their network, and their partners end up being bound by them.
Bioware has a relationship with Sony that they likely want to keep intact. If they came out and said "we can't offer this to PSN users because Sony are jerks", I think they'd probably get some flak for it.
It does suck for PS3 owners, but you say yourself that the issues is probably Sony, and you are very likely right.

I already paid my money for the game. It's a digital copy, so I can't get anything back for it. I get zero value out of it if I don't play it. That's just silly.

Seriously? Stop being an entitled child that expects Bioware to cater to what you want. If a substantial drop in traffic occurs Bioware will likely not do any more events in the future. I for one enjoyed the ending, seemed very fitting. This event(and future events) were likely planned before release, so it isn't a PR stunt. Grow up and enjoy what you payed for.

In the Envent thread in the Multiplayer Discussion forum Bioware even stated they are working with Sony to get ps3 include in future events.
THIS CHALLENGE IS ONLY IN EFFECT ON XBOX 360 AND PC. Unfortunately we are unable to extend the N7 Challenge Weekend to the PlayStation 3. We continue to work with Sony to have them enable our ability to run these types of events on their platform.”
