Any .ini or .xml file tweaks to make "unskippable" cutscenes skippable?

Is there any way to make these skippable like all the other cutscenes?

My game keeps crashing during the cutscene when I'm about to land on Eden Prime. When I try to fix things and check if it worked, I have to wait through the whole goddamn conversation in the blue landing vehicle Cortez flies. It's frustrating.

The file location is supposed to be:
C:\\Program Files(x86)\\Mass Effect\\BioGame\\Config
However, I did not find any such directory.
The closest I found was
C:\\Program Files (x86)\\Electronic Arts\\Mass Effect 3\\Data
In which I found a file called: "MassEffect3Config.xml" - I checked this file and there is no variable related to bDisableCinematicSkip
I found another directory:
C:\\Users\\ [user]\\Documents\\BioWare\\Mass Effect 3\\BIOGame\\Config
Which contains a file called: "GamerSettings.ini" - this one does not contain bDisableCinematicSkip either.
So, where would the BioInput.ini file be located?
Skip Cutscenes
The game has a lot of repetitive cutscenes, i.e. docking on the Citadel, or traveling through the mass relays. Those cutscenes can be skipped, and there is no need to alter the binding keys. To activate the ability to skip cutscenes by pressing Q, just edit the lines:
m_bDisableCinematicSkip=False
m_fCinematicSkipTriggerDelay=1.000000
The first line enables you to skip the cutscenes (make sure to only set True/False here). The second line indicates the time that it takes from the button press to the actual skip.
Note that some locations have the cutscene for a reason (Shepard walk or say something that triggers another event). Skipping that cutscene, therefore, may leave you stuck. Experiment at your own risk.
